It is "virtual memory" in Windows lingo. If it low than recommended, increase it.
The other standard hack (if above will not work for you) is to
comment off SWAP_SPACE entry in ORAPARAM.INI file.

Unless I'm wrong, Windows 7 is not certified with Oracle product you are trying to install on that operating system. Actually, Windows 7 is too new. Perhaps you could install XP on a virtual machine, and then install 10g DS on XP.

Well I have successfully installed oracle 10g database without any problem. Now after commenting off SWAP_SPACE entry, I have the following problem. (see attachment)

Did you consider what Littlefoot said?
Database and Forms are different tools.

It is still looking into page files / swap etc.
Why not just increase virtual memory area?

I had faced a similar problem while trying to install Oracle DB on Windows7 (though it did not give me the memory swap error). While going through the discussion forum on Oracle's website, I found that as yet Oracle does not support Windows7. However, it seems Oracle Express Edition does work with Windows7. Maybe you could try using Express Edition with Windows7.
