I have install three Primary Databases (9.2.0.8 on OS Linux)
and also install their Physical Standby Databases.
Now I want to USE dgmgrl commands to manage all my primary and secondary databases.
Please tell me step by step how can I do it from my Linux Box.

Data Guard must GUARANTEE against disaster, you can't just learn by heart some stuffs, you have to understand.
How could you use dgmgrl if you don't know:
1/ what is Data Guard and how it works
2/ The command dgmgrl allows, how and when
In short, you have to read the lengthy documentation or find a senior at your place that knows it and teach you.

Ok .
If I have a Primary and its Physical Standby......
Then what is the function.
of setting dg_broker_start=true at both databases(pri+sec)
and then use dgmgrl command.

I think I am responsible DBA. I never run command in production without testing it in test environment.
I have a Lab for testing purpose.....
