You need to show us what you are doing. Use copy/paste to copy your SQL*Plus session here. And format it with [code] tags, How to use [code] tags and make your code easier to read or I won't look at it. like this:

What does this have to do with the ORA-28000 ? If you have fixed that, please say so (with a description of how) and open a new topic for this issue.

Show us how you get the first error using SQL*Plus.
In the end, better ask your DBA as, most likely, you will not have the privilege to unlock the account.
